Usually, yes. The Evidence Bar Manual skipped the 2024 cycle: the 21st edition (August 2022) is still the current one, so a used copy of it is the same book a new one would be. The 20th edition (2020) is two cycles old - fine for principles, but check later case law against your course materials.
